Of dealing with government bureaucracy


I called the Ministry of Human Resources using the number that they supplied: +603 8886 5000.

A receptionist picked up the phone. I explained what I wanted and she passed me to another officer.

After hearing my query, that officer person said that I have been passed to the wrong department. It should have been Jabatan Tenaga Kerja. I asked if she can transfer my call to that Jabatan. She said she does not know how to transfer calls, and I have to call the general number again and ask for Jabatan Tenaga Kerja.

So, I called the general number, and, this time, asked to be transferred to Jabatan Tenaga Kerja. After hearing my query, the officer at Jabatan Tenaga Kerja said, and I quote “You punya soalan ni projek Kementerian. Tak ada bahagian yang handle. Memang Kementerian terus. Bila you call reception, you minta cakap dengan Kementerian Sumber Manusia”. I thought, that is the most idiotic advice anyone can give. The reception is for the whole of Ministry for Human Resources. How can I call the Ministry’s general number, and then ask for the Ministry? But the man said I shouldn’t worry because the receptionist will know. I asked to be transferred back to the reception, but, he too does not know how to transfer back to reception.

So, I called the general number again. I asked for Kementerian Sumber Manusia. As expected, the receptionist said “Ini memang Kementerian Sumber Manusia. Encik nak bahagian mana?”. Once again, I explained my query. She said that that is for Bahagian Dasar, and transferred my call.

The lady at Bahagian Dasar said she does not know which department handles my query. But, she has read in the newspaper that the Ministry does indeed handle the issue. It is just that she does not know which department. She said she will transfer me back to the reception and I should explain my query to them, so that they can direct me to the right person.

When she tried to transfer my call, the line was cut off. By that time, it was already 45 minutes since I first called.

How many idiots are employed by the Kementerian Sumber Manusia? Or is counting beyond them too?

    boleh complaint pada PEMUDAH.

    baru cuba petang semalam dan pagi tadi mereka kata mereka sudah telefon pegawai terbabit dan minta perbaiki mutu perkhidmata.

    Well, it is one of the ministry’s KPI to ensure our unemployment rate is low. And they have done just that.

    At least the last person did try to transfer your call
